
Overview
The Total Place agenda will gain more pace and prominence over the forthcoming years as the public sector looks to lower costs by providing more efficient provision of services through close working with other public bodies, avoiding duplication of provision. In December 2009 HCA announced it will undertake 6 Total Capital case studies building on the Total Place agenda and aimed at maximising the outputs achieved through stronger co-ordination of public and private capital investment to deliver infrastructure such as schools, health care and transport facilities to underpin housing growth and renewal of place.

This essential workshop includes
This workshop will provide an interactive debate on the incentives and obstacles in delivering the Total Capital agenda and what makes a successful Total Capital scheme. Particular issues in successful delivery of the Total Capital agenda will be the joint working of public sector organisations, including funding, governance structures and vires. The workshop will look to address the initiatives to promote joint public working to deliver multi authority schemes into the market and how the issues to be addressed differ from single authority projects.

Richard Auton is a Director in the Public Sector and Projects Group. Prior to joining Walker Morris in 2001 Richard had spent over 25 years in local government working for Devon, West Glamorgan, North Yorkshire County and Norfolk County Councils. As a Corporate Director at Norwich Richard had management responsibility for a range of service delivery areas including property and facilities management. He was deputy to the Chief Executive and, for a period of 12 months, also Acting Chief Executive Officer for the Council. Richard advises on a range of joint working arrangements in local government and has recently co-authored guidance on behalf of the 4Ps on shared services. He has advised on setting up of joint venture structures between public sector bodies, including the Cumbria Rural Regeneration Company (Cumbria CC and NWDA) and is advising a unitary Council and a URC on possible joint venture options between themselves and other public sector bodies and also potentially private sector partners. Richard is also a regular speaker on procurement issues in the UK and the Republic of Ireland for such bodies as the SLG Annual Weekend School, the CIPFA Better Governance Forum and Performance Improvement Network and the Association of Public Excellence.
